IS-BAH Certification and Gap Analysis

Ground handling oversight is changing. Your documentation should already be ready.

Private Aviation Technology Ltd. (PATL) prepares ground handlers and FBOs for IS-BAH standards and the incoming EU ground handling regime, closing gaps before an auditor or competent authority finds them. We build the management system, documentation, and training records your operation needs to declare readiness with confidence.

IS-BAH is named explicitly in EASA's own guidance as a recognised industry standard for business aviation ground handling. EU Regulations (EU) 2025/20 and (EU) 2025/23 apply generally from 27 March 2028, with a handful of provisions deferred to 27 March 2031. PATL's lead auditor holds IS-BAO Stage 3 credentials and 15 years of leadership across military, commercial, and business aviation.

What does an IS-BAH gap analysis actually involve?

Review of existing SMS documentation against IS-BAH requirements
Assessment of personnel training and competency records
Review of ground handling procedures: passenger/baggage handling, aircraft servicing, turnaround, cargo
Written gap report with remediation priorities and realistic timelines
Preparation support through Stage 1 and Stage 2 of the IS-BAH registration process

Why does the EU ground handling regulation matter now, even if you're not in Europe yet?

RequirementWhat it means for you
Management system incl. SMSDocumented, auditable safety processes
Vetted safety-management personnelNamed, competent roles with clear accountability
Training and assessment programmePortable, employee-requestable training records
Declaration (not certification)Self-declared to competent authority, then risk-based oversight
First oversight cycle5 years (through 27 March 2033), not the standard 48 months

What does PATL bring that a generic audit firm doesn't?

Independent and strictly confidential: your operational data and remediation strategy stay secure
Audit-ready documentation built from field operational knowledge, not templates
Backed by L'VOYAGE, a Hong Kong private aviation consultancy and government-licensed travel agency founded in 2014, giving PATL over a decade of on-the-ground operator network and regulatory familiarity in Asia
Asia-focused today, with active expansion toward FBOs, ground handlers, and markets beyond Asia

"We don't hand clients a checklist and walk away. We build the management system and documentation so the next audit, whatever standard it's measured against, is a formality."

Frequently Asked Questions

What is IS-BAH certification?

IS-BAH (International Standard for Business Aviation Handling) is an industry standard developed by IBAC for ground handling organisations serving business aviation. It covers safety management systems, operational procedures, and training programmes. EASA's own guidance names IS-BAH as a recognised standard that ground handlers can cite as supporting evidence under the new EU ground handling regime.

How is IS-BAH different from the new EU ground handling regulation?

IS-BAH is a voluntary industry standard; the EU regime under Regulations (EU) 2025/20 and (EU) 2025/23 is a regulatory requirement with a declaration and oversight process. They are not competitors. EASA guidance explicitly recognises IS-BAH as acceptable supporting evidence when a ground handler submits its declaration, so IS-BAH preparation directly supports EU compliance.

When does the EU ground handling regulation take effect?

The general applicability date is 27 March 2028. A small set of provisions, covering information-security incidents and related record-keeping, is deferred to 27 March 2031. Competent authorities get a one-off five-year first oversight cycle running through 27 March 2033, instead of the standard 48-month cycle.

Do small FBOs and ground handlers need to comply with the full EU regime?

Small ground handling organisations, assessed per GH unit at up to 25 FTE rather than per parent company, qualify as non-complex under the regulation. They receive proportionality alleviations including scalable SMS, scalable safety reporting, role-combining for personnel, and a scaled training programme. The requirements are real but scoped to size.

What does a PATL gap analysis produce?

A written report comparing your current documentation, SMS, and training records against IS-BAH requirements, with gaps ranked by priority and a realistic remediation timeline. PATL then supports preparation through Stage 1 and Stage 2 of IS-BAH registration, building the documentation and workflows your operation needs rather than just flagging deficiencies.

Does PATL only work with operators, or also ground handlers and FBOs?

PATL's current client base spans aircraft owners, private flight departments, and operators from single-aircraft startups to multi-registry fleets, all across Asia. FBOs and ground handlers are an active expansion target, and the firm's stated ambition includes a wider range of aviation businesses beyond Asia as well.

How does PATL keep our operational data confidential during an audit or gap analysis?

PATL operates as an independent consulting firm, and confidentiality is a core part of how it engages every client. Proprietary cost architectures, operational data, and remediation strategies are kept secure and are not shared across clients or disclosed to third parties as part of standard engagement practice.
